OHMRA supports individuals who are involved in response to Hazardous Material / CBRNE Incidents, as well as Designated Officers.
Our Mission
“To develop and promote hazardous materials responders professional competencies and industry best practices for all emergency services through education, cooperation, communication and collaboration”
Our Members
Most members are Emergency First Responders, working at some time in their career for EMS, Fire or Police. Our members also include Designated officers, spill response contractor organizations, industry in-house response teams, hazmat related response training institutes, emergency managers and other related fields.

Steve Clark
Vice-President
With deep experience in hazmat response, Steve has strengthened OHMRA’s mission. As Vice President, he supports members through collaboration, training, and leadership.

Phil Fujimoto is OHMRA’s President, bringing years of leadership as Fire Director. He’s dedicated to strengthening Ontario’s hazmat community through collaboration. and training.

Chief Digital Officer
Max Claassen is OHMRA’s Chief Digital Officer, advancing our digital platforms to better connect, engage, and support Ontario’s hazmat responders with secure, modern, and user-friendly technology.

EMS Director
With years of EMS expertise, Lyle strengthens OHMRA’s connection to frontline responders. As EMS Director, he champions training and collaboration to keep Ontario’s teams prepared and supported in critical situations

EMS Director
With extensive EMS knowledge, Toby brings frontline insight to OHMRA. As EMS Director, she advocates for responder needs, fostering training, readiness, and collaboration across Ontario’s emergency medical community.
Brent Burnside
Police Director
Brent Burnside serves as OHMRA’s Police Director, bringing strong law‑enforcement leadership to support and guide Ontario’s hazmat community.

With his passion for communication, Larry helps OHMRA share its story. As Media Relations Director, he ensures our message reaches members and the public, highlighting the vital work of hazmat responders

Designated Officer Director
With her organizational expertise, Tracy supports OHMRA’s governance and operations. As Designated Officer Director, she helps guide the association with focus, accountability, and a clear commitment to our mission
Greg Scott
Fire Director
Greg has served with the Canadian Forces Fire and CBRNE Academy as a Fire and Hazmat Training Officer and serves as a Hazmat Instructor for Georgian College’s Pre-Service Firefighter Program. As a former member of the Simcoe County Hazmat/CBRN Team, he has extensive hands-on experience managing complex hazardous materials and chemical, biological, radiological, and nuclear (CBRNE) incidents. Combined he has over 25 years of dedicated service in the fire and emergency services industry.
Tony Quesnelle
Industrial Response Director
Tony has over 18 years of dedicated service as a volunteer firefighter and 10 years as an industrial firefighter at a large facility. He brings a wealth of practical experience and an unwavering commitment to safety and preventative measures. Throughout his career he has responded to and led many critical incident responses.His passion for protecting life and property, all while remaining calm under pressure has shaped him into the dependable and professional responder he is today.
